Meeting Room Policy

The Richland Parish Library will allow use of it’s meeting room facilities to any organization or committee, provided the group does not engage in, or propagate unlawful activities. Use of the meeting room does not constitute endorsement of the organization, its activities, nor its beliefs by the Richland Parish Library.

  • Meetings of a disorderly or unusually noisy nature are NOT allowed; the meeting may not disrupt use of the library premises. Smoking is NOT allowed in any area of the library, including the meeting rooms, hallways, or restrooms. Kitchen facilities are available, and may be used for making coffee or tea. Other refreshments must be prepared before they are brought into the library. THE LIBRARY STAFF WILL TAKE NO RESPONSIBILITY FOR REFRESHMENTS OR FOR RETURNING IT TO THE CONDITION IN WHICH IT WAS FOUND.

    Meetings being held during regular library hours will be free of charge. Any group scheduling meetings meetings after regular library hours will be assessed a fee of $20.00, payable in advance. The assessed fee does not provide any janitorial service with it, groups are still responsible for returning the room to the condition in which it was found.

    There shall be no meetings booked on Saturdays or Sundays when the library is not open. Meetings shall be over by 10:00 p.m. on Monday - Friday.

  • Organizations will be responsible for the general appearance of the room which they have been allowed to use; removal of any litter and a general straightening of the room will be expected. Any kitchen equipment must be washed, dried, and put away. The organization will be responsible for the payment for the repair of the library property damaged by the group. Arrangements should be made to get needed chairs and tables before the meeting.

    Certain audio-visual equipment is available for the use of the groups, provided a qualified operator is available and agrees to take full responsibility for damages to the machine. Please do not turn off TV or computer.

    Meetings involving young people (18 years or younger) must have an adult in attendance during the entire meeting. Only the Adult may book the room and must assume full responsibility.

    Meetings in excess of the number of people that can be accommodated by each meeting room shall not be permitted.

    Rayville Meeting Room 96 persons

    Rhymes Room, Rayville 8 persons

    Delhi Meeting Room 78 persons

    Mangham Meeting Room 63 persons

    Failure to meet these conditions will result in no further use of library facilities by that group.

  • Reservations for the use of the room will be made on a first-come first- serve basis, and may be booked as much as six months in advance. An individual designated by the organization must make arrangements with the library at least 24 hours in advance, and the fee for after-hour meetings shall be paid 24 hours in advance and shall be in cash. The fee is non-refundable. For meetings after library hours, the person booking the room must come to the library to pick up the key before closing time on the day of the meeting.

    Scheduling priority will be given to library sponsored programs. The library reserves the right to limit the use of the meeting room facilities by any one organization or group. Continuing regular meetings are not encouraged, and may be pre-empted by another group wishing to use the room on a one time basis.

    ANY EXCEPTIONS TO THE ABOVE POLICY MAY BE APPEALED TO THE RICHLAND PARISH LIBRARY BOARD.
